Its what I typically do... Pick a map thats frozen for most, but not all of the year, and make a requirement that all walls and floors must be made of constructed ice. Including those underground, the exception being cavern areas since those are part of the landscape, not part of the fortress.  Doing so forces you to plan ahead and work fast during the time when the map is frozen over.

You COULD just wait for a freeze and turn temperature off, but in my opinion, thats only justifiable when you need to construct stuff far enough down that it would thaw by the time it was hauled down there.

You've got hematite and chalk? Perfect, get to work on the steel while the masons work on the walls.  I also reccomend Gypsum, but not for the color... because of the stones you mentioned, its the only one with no real use.

Or ice if you prefer ^_^

Does the area freeze? If so, real men build their fortresses out of ice.

First matter of business is to build a wall.  Decide how big an area you want and wall off the area, leaving only a small area open.  Since you've yet to hit stone, its unlikely you have metal for a proper military... you could arm dwarves with crossbows, but wood bolts wont do much against invaders... in my experience, they bounce off cloth.  Still, a lucky shot to the throat will kill a goblin, even with a wood bolt.

Until you have a proper force, you're probably going to want to use a retractable bridge to close yourself off... If you do use marksdwarves, you could have them fire potshots from the safety of your wall (assuming non-ranged enemies) for experience... even if they arent likely to kill goblins, it'll level their skill quickly for when you have proper ammo.

Steel is important... Either keep digging or import as much of the stuff as you can get your hands on... Better yet, do both.  Soon as you can, train a proper melee force.  I personally prefer axes and hammers since they're the most dwarfy weapons, but its really up to you.

Soon as your melee military is formidable, tear down that pussy bridge gate and let them be the things keeping the goblins out.

My solution has been to increase the number of bolts carried from the default 100... I still get the error occasionally, but they atleast pick up the bolts reliably.

My assumption is that the default "100" is for the whole squad... when bolts typically come 25 to a stack, that would mean only 4 dwarves get bolts.  I could be way off on this, but based on my observations, thats my assumption.

Wait, bolts are unable to pierce cloth?  From what I've seen in Dwarf Mode and Arena mode bolts seem to regularly pierce EVERYTHING now after that last update.  I've seen iron bolts bolts go through steel without even slowing down in arena, using vanilla crossbows and vanilla bolts.  And completely unskilled crossbow users tear apart goblins wearing both cave spider silk and iron armor in dwarf mode using only slightly more powerful crossbow variants.

Yer not using the old raws for crossbows and bolts are you?  The new penetration size of 2 (down from the old size of 100) seems to have turned bolts into tiny little sharp projectiles that only adamantine can protect against at all.

Wood and bone bolts.  Its reasonable that they wouldn't pierce armor... that they'd shatter when they hit a good shield or breastplate, but from the combat logs, a good number of them were bouncing off cloth.

I didn't have a metal industry set up and I assumed despite being nerfed, wood bolts would be enough to scare off a group of goblins if my Dwarves shot from the safety of my walls.  Instead, the goblins stood there for a couple of months while my dwarves threw toothpicks at them until they got bored and left.

As of yet unbreached aquifer.  I have very little stone and no mechanic (though I could just use an unskilled dwarf if I absolutly had to).

Anyways, the goblins eventually got bored and left.  I got a few lucky kills (throat shots), but most of them got away entirely unharmed.  I get it that wood is weak... that a wood bolt would likely shatter when it hit a metal shield... but looking through the combat logs, most of them were deflected by cloth... robes and cloaks and the like...

Thats a bit ridiculous.

No noticable difference.

I even increased the force tenfold but they were still bouncing off of cloth.

Is there a way I could make projectiles more effective? I'm not looking for the overkill that bolts were in the old versions, but being able to pierce cloth would be nice.

My current fortress is in the middle of its first goblin attack... two groups, mostly hammergoblins are assaulting my walls.

Having yet to set up a proper metal industry and knowing that goblins would be coming eventually, I decided to prepare some leather armor and crossbows and take shots at invaders from the safety of my walls until they ran away.

Well, they came a bit sooner than expected and I had to fight with untrained recruits... but no matter because like I said, almost all of them are hammerers and theres not a single archer in the lot.

The attack has been going on for almost two seasons now and the only thing to die has been a wave of migrants who showed up and were slaughtered mid battle.

So... any suggestions for what I can do? I don't have the resources to set up a proper trap field or train a melee force of my own at this point and the goblins are just sitting there ignoring the toothpicks being thrown at them.  Do Marksdwarves get any better at high skill levels or has equipping them been a waste of time?  Is there a way I could mod the bolts to be useful without necessarily being overpowered.
