Okay so, the way you're trying to get through the aquifer isn't the best.
You need to dig a really large hole to start, depending on the number of aquifer layers. Try with a 7x7 hole to start. Once you hit the first aquifer layer, dig out a 7x7 area of it, then let it all freeze.
Dig a 5x5 area out of the next layer, and again let it freeze.
Continue this, leaving a 1-square layer of ice around the outside edge to prevent flooding. You can have a main staircase in the middle, start digging each layer from the outside inward.

DT turns on mining or woodcutting just fine. You DO NOT need to "assign" them a pick or an axe to make them go mine or chop wood, nor do you need to do it from ingame. I turn on and off mining and woodcutting all the time using Dwarf Therapist.
