This sounds like a really really fun idea, if pulled off correctly, but I dunno how it would fit into DF.  It would make a pretty cool standalone roguelike type game though.

Goons are not a warlike people, though!  In fact, they are like dwarves in that they are usually opposed to going outside or being sober.  Not to mention the immigrant rushes.

It's not like he's gonna change anyone's mind by attacking people.   If anything, he's pretty much being a hilarious representation of why people who refuse to play the game without tiles are not the sort of people we want to cater to.

Even if everyone wanted DF to have tilesets, the game isn't ready for them yet.

Here is what Toady said in the FAQ you have read:

"# When are you adding tile-based or 3D graphics?

We might add some kind of graphics support later. However, game objects have a tendency to become obsolete quickly at this alpha stage of the project and adding graphics support now would slow the addition of required features. We understand that it is difficult for some people to adapt to the text display, but for now we're not committing to anything."
