I've seen this happen without active burrows (I'm playing 31.12).  The first time I saw it I had a 5x5 statue garden with about 10 dwarves and a dozen animals hanging around there.  The next time was also at a statue garden, but about a 10x15 with 4 statues in there and there was definitely room to party.
Was the statue the room was made from completely enclosed?

To release small animals, your dwarves need unused small animal traps. Or you could use the pit or lever method.

Only cats choose owners automatically, everything else will need to be done manually by you.

When a dorf want to go down, he'd pass through the plate which retract the bridge as he walk on it the the stair case. He'd fall 200z level down into water, totally unharmed.

And if you have a stream of dwarves that want to go up? What about the repathing cost since the route to the stairs is suddenly gone? Also, eh was talking about his view, not his dwarves.

Unfortunately, .13 removed the elf and human liaisons that usually came with the caravans, so as of now a meeting to renew/remove the tree limit is currently impossible.
They were buggy anyways.

There are ways to turn ice back into water, even in the tundra. Magma is a easier solution, as you only need to make it (and keep it) flowing under the ice to keep the water liquid. It won't unfreeze the top layer, however, but you can access it by digging to it.

You mean like having a pipe full of magma separated by one z with the frozen water on top will melt it?

Yes, no layers in between:
Ice
Magma

And remember, only flowing magma will keep it liquid. And drain it into a subterranean area or it will refreeze. Then stop the magma to get fresh ice and remelt for a full 7/7 of water again.
