Some buildings have two quality scores: design and construction. The architecture skill of the designer gives the first. The appropriate construction skill of the builder gives the second (mason, carpenter, etc).

31.14 and up have changed the way world gen works. entity populations, sprawl, etc. Generate it in 31.12 or 13 and move the file.

Do 31.12 worlds still work in 31.16?

If yes, above, how can I acquire a copy of 31.12?

Look through the "metal blocks" section. Blocks can only be used for contructions, and they have higher value than most raw material.

Room menu should work. It'll have "X"fully designed and "x"fully constructed. Real masochists perfectionists will get trade depots with both.
I'm assuming a masterfully designed and masterfully constructed well made out of a artifact bucket, artifact well and a cotton candy block would be the most valuable building possible?

yes. IIRC the values of each item in the well (of which there are four) are multiplied together to get the wells value. So if you had a well made of adamantite rope, adamantite blocks, adamantite buckets, and adamantite mechanisms, all masterfully built, then a legendary architect designs it and a legendary mason builds it, any dwarf who passes it will probably shit their pants and go blind from the sheer joy of seeing it.

Don't forget the bucket AND mechanisms can also be masterfully decorated with every kind of bone, horn, metal and gem known to dwarfkind.
Even if it's already an artifact?

This is only slightly related, but if you channel the tiles adjacent to walls, then remove the ramps, the arrows that hit the wall will fall intact, and can be collected and fired again.
Good for practice ranges, but not hunting. Highly recommended for training balistas.

Artifact bucket made out of cotton candy, artifact mechanism made out of cotton candy, artifact rope/chain made out of cotton candy, cotton candy block, cotton candy block floors and walls around it, with masterwork engravings on them.

I've seen plenty with rather minimal cliffs, or flat land in a 2x2 embark area. Or volcanoes whose magma surface is one level below the main land surface.

One of my old problems:  It took forever for doors etc. to show up on my build menu, even though I had plenty of them just made and sitting in the workshop.

Solution:  They were already claimed, tasked to be moved to a stockpile.  Forbid and unforbid, and they show up on the build menu.

Also worth mentioning the same thing can happen with food...
Alternate solution: don't stockpile doors.
