DF Gameplay Questions / Weapon Skill?

So, I think I must be missing something here.
Every time I set up my military, I equip them with weapons (usually swords). I set them to both individual and group training (that is to say, sometimes they are actively "Training" under orders, sometimes they have no orders so that they will train individually.)
The problem is that they spar.... oh, once in a blue moon. Literally.
After three years, my squad is still "Dabbling" in their weapons. Any who get sent out against the goblins get rapidly mauled, which makes what little training they've had a complete waste.
I've tried all kinds of ways of addressing this, in several different forts, and my dwarves seem bound and determined to continue picking up weapon skills at a glacial rate.
So, what am I doing wrong? Or is this a "feature"?
