The issue I see is a human rights issue: we can't make people stateless and we can't deport our own citizens. Thus radicalized citizens in general need to be dealt with in another way. We can, however, limit the number of radicalized citizens by controlling the acquisition of citizenship.

Radicalized non-citizens are much easier to deal with: deportation.

So... France. Shit's going down, terror attack after terror attack. All because of a cartoon.

Condolences aside, how the fuck do we deal with this? The islamists are here and some of them are probably citizens so we can't deport them. Europe is in need of some serious deradicalization.

Of course, none of that will work long-term if the pipe is still leaking. It's time to tighten the border. And perhaps it is also time to restrict naturalization so we aren't stopped as easily by citizenship. I suggest a flexible generational requirement to weed out any foreign influence, since we cannot read minds.

You can try changing the detection settings in the game settings to None without player presence. If the interruptions go away, then it's NPR sensor/combat. If not, then it's possibly happening in your systems undetected. Could also try changing to longer sub-pulses.

Fleet training happens when you place the fleet in a Training Naval Admin Command (created under Admin Command tab in Fleet Organization).

Fuel isn't moved instantly between ships anymore. To transfer fuel out of a ship and into another, you need a refueling system (or a massive refueling hub) and you need to mark the ship as a tanker. You can then either select the tanker and under Ship Overview you'll find a drop down for auto-refueling, or you can give the fleet an order to refuel from own tankers (in the fleet) or from stationary tankers. Ships are refueled in descending order of refuel priority (followed by something else, I don't remember) under the Miscellaneous tab in the Class Design view.

Yeah, the law doesn't actually say that it "only [applies] if the minor is hunting"; that's just something people have been making up.

Given that section (3)(c) only specifically says that it applies to the minor, the person who gave the gun to him could still be guilty of a class H felony under (2)(b) and (c), but the rule of lenity would clearly apply here.
The person who transferred the firearm is also covered by 948.60(3)(c). It's the next sentence:

"This section applies only to an adult who transfers a firearm to a person under 18 years of age if the person under 18 years of age is not in compliance with ss. 29.304 and 29.593 or to an adult who is in violation of s. 941.28."
