+3 is well beyond the realm of normal humans, but still possible to a normal human with some help (-3 penalty to lift a tank)
Um. I think the car example fits the -3's description better.
And, due to the way cars are built, lifting one requires a bit more than super-strength.

Appearance: A fairly short (~3'3") six-year-old. She has straight auburn hair to her shoulders, pale skin, and blue eyes. She wears glasses and green clothes of various sorts.

Power: Varies. She has, at any point, three powers; one which she can significantly influence, and one which is almost completely random (although always helpful and related to the current situation). If you count her ability to sense what powers she has, she has three. (I'm basing this on Eidolon from Worm, but Angel has less control over her abilities.) On the other hand, she has some weaknesses. Angel is sometimes in conflict with some spirit which came with her power, which can be annoying. And finally, she is six years old, with all that implies, from physical frailty to minimal reach to inability to reach things on high shelves. In particular, Angel is extremely curious, which will no doubt get her into an impressive array of trouble.
