Wait.  I can understand your dismay at wizards and clerics (even if I fervently disagree), but do you hate any casters at all?
Most casters tend to be pretty overpowered (Due to what their spells can actually do). But the lesser casters, such as sorcerer and such are fine by me.
Ah.  Really, I think only wizards, clerics, and druids have that tendency to be overpowered, and that only in the hands of a skilled player.  Factotums tend to be broken as skill-monkeys rather than casters, and artificers are the only other one that I can think of that may even come up in such a discussion of broken classes (and that by abusing craft rules, again, rather than spellcasting).  Certainly, spellcasters get nicer toys than other attackers without certain supplemental books (and may I say, thank you again for allowing ToB, even if I'm not using it :3), but it's hardly most casters.
On the other hand, spellcasters can often surpass classes in their own specialties. Who needs a rogue to open doors when you have knock, ethereal jaunt, or (everyone's favorite lockpick) disintegrate? Who needs a fighter when you can turn into a dragon? Who needs a meatshield when you can summon cages of force to protect the party?
Yeah, you can easily avoid it if you don't try, but it's absolutely amazing what a wizard or cleric can do with a little effort. And druids...well, they don't even have to try.

Unbalanced: MYSTIC FUCKING THEURGE. Combines the worst parts of arcane and divine spellcasting, but effectively doubles level advancement.
On the other hand...terrible HD/skill points/etc, with absolutely no supplementary abilities, a bit of MAD reducing their ability to cast properly (a headband of intellect AND a periapt of wisdom are going to be a lot more expensive than one or the other), and you are always a spell level or so behind full casters. Really, all you get is a lot more spells, and none of the most powerful ones. It's not significantly more powerful than a full spellcaster. (Not saying much, but...)

On a side note; how about the following addition to the tech system. You still research (using points, because those are easy to manage) individual inventions/technologies, and unlock the ideas by researching or using related technologies and ideas.

Not sure if I'm going to do it, as it might make ideas to hard to get by.
Something like that could work.

Maybe call them "development points," no that sounds like social/infrastructure development. Anyways, these sound more like finding ways to put these general technologies together in better ways--new kinds of tanks/cars/phones or whatever, or putting a telephone and a car together to make a phone, or figuring out how to ride a horse in full plate armor, or stuff. The "Innovations" would be getting these technologies/ideas.
Maybe not your idea exactly, but it kinda makess ense to me.

Immensely bored with his surroundings steven takes stock of his environment once more in an effort to find some weakness in his prison or at least a way to obscure the cameras field of vision that didnt involve standing perfectly still with his hand over the lens.

((I think i have a way to get out but i need a highly detailed description of my cell.
For example, where the camera is located, what is covered by forcefields and what isnt, what objects intersect the forcefield and how large they are, how thick is my bed, how big is the pipe in the wall, does turning the shower on have any noticeable effect on the forcefield etc.))

Steven doesn't actually see any cameras. Maybe they're there and well-concealed, maybe they're absent.
The cell looks at its heart like it was once as normal a cell as the PRT got. However, later, it was stripped of all furniture and such and had a bunch of probably-Tinker-made disks installed. Let's see...the cell is a bit over two meters square, and maybe 2.5 high. There is a disk in each corner of the cell, propped at a diagonal, with three more along each horizontal edge and four more along each vertical edge. There are...nine more on the floor in a neat grid pattern, and um...a dozen on each wall. Steven stares at the force fields a while, and notices something: Right above the force field generators, the force field is a bit more transparent. Investigating this matter further, Steven guesstimates that each force field generator is...generating a force field out to about 75 centimeters, sometimes varying from 70 to 80. Once in a while, a little hole appears right in the hole between four, but this does not happen much. What an interesting...thing.
Focusing on the furnishings, Steven determines that the bed is surprisingly normal. Pretty much just...a bed. Not a very good bed, but a bed. Metal frame, cheap mattress, pillow, blanket. As for the pipe complex...the PVC pipe itself is about twenty or thirty centimeters across, enough that Steven could probably stick a limb down there if he wanted to screw up his plumbing. Maybe if he contorted himself enough, he could squeeze all of himself through...
No shower exists, but a sink and toilet does. Maybe they shower outside the cell or something? Makes sense, they don't have towels in here. Pouring water on the force field makes a pool of water.

Steven considers his escape options. The wall with a window in it has wider spacing around the window; maybe he could break through in a lucky moment? The pipe would be a more likely option...likelier still is that that hero coming down the hallway will help you out.
"Hey. Steven, that's your name? Is everything alright?"
