Time for a game of Good-News-Bad-News.
Good news: I've figured out all the groups!
Bad news: I have a bunch of parahumans to figure out. No fewer than five groups (plus however many more Rats gangs I intend to make) are completely without members, while the Bloody Guts and possibly the Islanders need more capes. And then there's the rogues and the independent villains...
EDIT: If anyone with access to a less-cluttered map of Toronto than the Google Maps version, or else one more patient with clutter than I, feels like being a cartographer, I'd be interesting to see how all these territories looked on a map.
