Two things.

Firstly, GWG, are you planning to revive Islands of Misery? Because I just read through it and it looks cool.
It's entirely possible. I'd need some kind of map that's less absurd to change. Maybe if I figured out how to use Hexographer to make battlefield maps or something...

In my humble opinion, most of full plate's defensive bonus should be from deflecting or blocking attacks, whereas chainmail, leather, and the like would be more from reducing damage.

And GURP's complete lack of simulation about how blows are deflected from armor bugs me just a bit, given how devoted to realism it is.

A tower shield can give cover to you and all your equipment. A tower shield is part of your equipment. Do the math.

Except against spells. Which is why it's not all that great. Plus, Rule of Siege Weapons; You do not get cover against Siege Weapons, unless said cover is at least three feet thick and made of stone.
1. *checks* That makes no sense. I'd give you cover from spells from a cover shield in the same way I'd disallow tower shields covering themselves: By saying "Ignore that bit".
2. I dunno, a foot-thick piece of metal seems like it would work. Or, really, a foot of stone. Or five feet of turf. Or a gullible hill giant. Or yo' mama.

Check it out:

Buy 6 tower shields
Buy some nails, 2 hinges, and a hammer

I did consider starting you off as more than rag-clad peasants, or at least with an option to start off as a non-rag-clad-peasant, but those plans fell through. I look forward to the results of starting you off so weak, and may adjust that condition for next round if it seems there's a better starting point.
Even a rag-clad peasant is physically capable of hurting or killing stuff. Why do we have no ability to damage anything?
When battles to the death between peasants are less dangerous than pillow fights, you have a problem.
