Kevin notes that the PRT's weapons are all either in the hands of people/corpses trapped in the containment foam (which is pretty much finished expanding) or in the hands of the one PRT guy not trapped. Most people are inside, many in the containment foam, but there is the aforementioned PRT officer outside. There is no furniture outside, but there are cars rumbling by.
