Not likely. They can toss soldiers at the Shadows and hope the latter don't get strong enough to screw over everything, or they can nuke it. The logical response is to cut your losses and...

More than sending their whole military in there squad by squad to die? If they're sending in the recruits with two months (out of four years) of basic training, they're getting desperate...

How? They could just evac first. And I never said it had to be nuking. Saturation bombing works fine. And indiscriminate magic bombardment.

Discriminate magical bombardment would probably be better.

All told, no matter how bad nuking is, throwing a bunch of untrained recruits where the veterans got their asses handed to them is also terrible and seems even less helpful. :V

Especially when their deaths make the enemy stronger.
