...it doesn't damage them, so frankly, it's less of an option than simply going for an OHKO, which does the job faster, better, and with far less effort than a fear that can be saved against. Frankly, the only use for the fear is non-lethal takedown.

Seriously, name ONE enemy that could have been taken down in one hit. Or, for that matter, one enemy that could take down a non-glass-cannon PC in one hit.
The turn economy is
important. Especially since Kyle can just use the ability a couple turns later. Really, the only thing it isn't useful on is large groups of mooks, and no one except me seems to apply significant penalties to attacking a bunch of folks at once.
