I'm fine with empeoror mandating small prestige rewards for the contributed taxes but it would feel arbitrary if he started handing out huge prestige bonuses. Prestige is a measure of how peopel see you after all, not solely of imperial favour.
Unless I'm misatken about the wohle mechanic, in which case disregard me.
I was imagining something roughly in line with what was already supplied for Intelligence and Supply, if perhaps a bit lower due to the lesser need at the moment.

Random suggestion for the Emperor: Why are only a few things getting Prestige when donated to the Empire? If I was Emperor, I would compile a list of Prestige Bonuses for anything that could be donated. This encourages more donations from everyone, not just those with what you have given "prices" for.

While you could fill the remainder with NPCs, I'd prefer not to, as we have no reason to go along with evidence or anything like that.

Also, shouldn't it be "Roll to Object"? Object is actually a verb.

Alright then, Tiruin, let me put it this way: What would be wrong with allowing players to populate their regions with basic wildlife? How would that make the game better?

And as to the second, it relates to my misunderstanding that we wouldn't need to make every beetle, rodent, worm, grass, spider, minnow, algae, ant, leech, squirrel, lizard, fly, songbird, anemone, sea star, bee, coral, mushroom, earwig, bat, finch, shrub, bacterium, etc, that exists.
