Ooh boy. Lots of issues here.
Firstly: The 1400's date is a
cutoff--nothing from after that is "allowed", but not everything before that is instantly in.
Secondly: Pipes with water in them and such are planned. The game is incomplete. Don't expect 0.34.11 to be the be-all-end-all list of features. It's 0.34 because it's about 34% complete.
Thirdly: This game isn't a commercial enterprise. It's a work of art that Toady's glad he's getting paid for. Don't have the same expectations of him as you would from Valve or EA. This is a whole different animal.
Explosives make fortifications obsolete. Fortifications are a big part of the game.
That's relative to the sizes of the explosives and the fortifications. Dwarves turn whole mountains into their fortifications. The goblins would need to be pretty far away if they wanted to survive blowing up dwarven fortifications...
