Which is why we shouldn't show them something like a dragon, which would be worth shooting at first and asking questions never. Weird cloud? Why don't we just go straight up to them? They can't hurt us. If they fire on us we could just leave, or destroy them and warn the town nearby that their airship was taken over by pirates and we avenged them, sadly having to destroy the ship as collateral damage. If they want compensation, we have gold. (Just don't tell them where from)I'd like to get an idea of what they are and why they might be here before attacking them.
