A and D: We're talking about land INSIDE our city. Our land is rather larger than 12 football fields...
As was I. The walled in land was part of the old town, hence fields. Turning those to fish probably means disowning someone. Also, as we appear to have a large cattle stock, so my plan was to use those fields inside the city as a meadow during a siege. Ie, normally the beasts just run around wherever they want, but during a siege we stuff as much animals as possible inside the city. Pretty sure we get a significantly larger food supply than if we were using fish.
How many farms are typically located inside city walls?
Parks, definitely. Buildings, of course. Lawns, unless anachronistic (when did the modern concept of a law appear?). Farms? Seems like it would require too much of a town or city's limited space and work better in the nearby countryside.

NPC Actions:
The people in the original room make note that only one--two--of their experiments are still in the room and reflect that half of them have already developed dangerous abilities. They scurry out of the room, going to various rooms for various tasks. One throws a very small person out of the way. Meanwhile, some police officers show up, exiting their cars. Several gawk at the weird guy sleeping on the lawn.

That should work.

Give our prophet a minor life boon? So he can encourage plants to grow without any water, by instilling life back into them?
Or maybe a darkness boon? Or maybe a force one...
No, that life boon is a good idea. Let's do it.

I thought divine spells could be cast when you were wearing a shield and carrying a weapon? As long as you have your holy symbol visible or something, right?
You need a free hand for the gestures, barring Still Spell or something.
