We'd need to learn what zombies can do first. Thankfully, if we just lay lone and find a newspaper tomorrow or the next day, we'll probably learn something about them due to the guy we already zombiized.
If that doesn't work, we could bite a hobo (of the Belgian equivalent) and tie him to something before fleeing and watching the news.

Saying a god of death will auto-kill our troops is a bad idea, because it's not true. It means we have an equal playing field, because our life domain will counter act his death one, meaning he can't just obliterate our army, as our fire will counter his frost. In turn, this means we likely can't drive his people insane or spread horrible evil mutating disease that make you shit fire. Instead, it's a measure of troop quality, quantity, and abilities.
While I agree with much of what you say here, I must disagree with the core of the argument.
We aren't equal and opposite. While we can use our Fire and Life power to counteract Maher's Frost and Death power, if he invests more power than we can he wins. On the other hand, if he's stingy with his protection, we could probably drive his people insane while burning the others. Let's bet on his burning through our defenses rather than the other way around, though...

I like this idea.

Anyways...for our "We Have Too Much Mana" "problem," here's some possible solutions:
1. A mate for the Gold Dragon, or otherwise increasing our dangerous critters.
2. Relatedly, increase fertility and make children of various species mature faster.
3. Some sort of walls--I suppose that bone walls could work, but fire or something like what Limbo (D&D) is made of would be more effective (although likely requiring upkeep...). I'd suggest simple stone walls, but we can't make those. Whatever we make should have gates.
4. A modification for some species we have to make them defensive "turrets." Maybe take some Fungus Spawn and turn them into Spore Turrets, which fire explosive spore pouches. (Even if the spores died, the explosions would help.) We could later add some Flaming Spore Turrets, which fire flaming spore pouches or something...but that might be getting crazy.
5. More Mushroom Towers, ideally paired with #3 and #4.
6. Improve the Afterlife; chances are it'll be a lot more occupied soon...
7. Eternal Flame. More useful would be an everburning torch or furnace or something.
8. While a "Fountain" of Life mightn't be possible for us, enchanting a natural spring or something would.
9. Favors for Krait.
10. Helping Uristiel.

I leave for a couple hours, and pages have been added. A surprising percentage were about the Celestial Congress. I wish I had set this up before the War; think of the lives I could have saved! That's what I get for sloth...

Secondly, if a mortal sworn to my service breaks my law, am I required to appeal to the council before suitable punishment is enacted?"
"Firstly, that is as of yet indeterminate; I suppose that once we get more members we'll need to work that out. For now, let's say actions which threaten the safety or stability of people or the world...and the accuser needs to convince 2/3 of the Celestial Congress. This is intended to prevent abuse; if you can't convince 2/3 of the Congress to condemn someone, he may not be worth convicting. I intend to suggest specific crimes once the Congress is stable.

I would accept this pact, as long as there are limitations on condemnation. There needs to be a proper cause for punishment, lest we destroy those we simply dislike.

You are correct, the name is quite discriminatory. How about "The Synod"?

Draco (GWG) to be honest your wording seemed a little vague to me although I do agree with your overall idea. I'm a little hesitant only because I don't like the idea of being told what I can and can't do with mortals.  It's easy enough for a god to be all nice and friendly with them when your power is dependent on their worship but some of us get our power through other means (such as sacrifice) and thus would be put at a disadvantage by these rules.  I'd also like a bit more detail about how the punishment works.  I also agree about limitations to punishments among ourselves.
1. The idea was to prevent undue prosecution of mortals. It made sense to have the initial Laws place all beings on the same principles, and then to modify them later.
2. The "punishment" would work something like this:
--Power A kills a bunch of people in Power B's territory.
--Power C, a member of the CC/Synod/whatever (possibly the same as B) brings the issue up to the whatever.
--The Congress gets a 2/3 majority to condemn him.
--Power D (possibly the same as B or C) proposes a punishment.
--The whatever gets a majority to agree with the punishment.
--The punishment is carried out.
Clunky? Yes. Meant to be improved? Hells yes.

Why is the higher tech more upkeep? And how do you not see the connection between more people and more power?

And four, domain and concepts, thus, what you have power over, is in relation to what you do and even consider. For example, Draco, you are in danger of losing Morals as a domain. Killing people because they don't worship you...think about that for a second. Not in game terms, just think about how that's actually happened in real life. I will also be restricting more of the things individual domains can do.
Heck, YHWH did just that. He didn't even complain when a prophet sent bears to attack some kids who made fun of his head! And let's see what happens if you claim he's not the Big Good...
Incidentally, would I also be in "danger" of getting Vengeance as a domain? Since I'm getting a Synod or Congress or whatever set up, would I possibly get domains (or partway towards domains) for that?

Here's some issues we're voting on.
A. The Name of this Organization
It has been suggested that we rename our organization to The Synod. Since the name of "The Celestial Congress" was chosen arbitrarily by me, I will only request a simple majority on this proposal.
B. A Proposal to Forbid Prosecution for Punishing One's Own Servants
While an appropriate appeal to our organization is not required for a god to punish someone, it has been suggested that we add a new Law--Law 4: No being may be prosecuted for punishing said being's own servants for infractions of the being's laws or orders. This allows this Law to apply not only to all Power, but also to mortal lords. This requires a 2/3 Majority to pass.
C. A Proposal to Condemn Jebyg
Vgray has suggested that we condemn Jebyg for actions including but not limited to his cursing of the dwarves. This requires a 2/3 Majority to pass.

If you want to join, please state so clearly.

Penultimately, I'd like to explain how voting works. It's simple: If you have joined or are joining, simply vote "Aye" or "Nay" on each proposal (or state that you're abstaining). That's why I assigned each Proposal a snappy 1-letter code. You can simply put "Aye A, Nay B, Aye C" or "Aye All" or something if you like.

It's not so much the speed of you pulling the trigger as it is the speed of you lining up the shot at the eyes of the crazy Hispanic man charging at you.
Or, you know, shoot ANYWHERE. Did I say I wanted to hit the eyes? No? Then why would I be penalized for aiming at the eyes?

"POWERS! I would like an audience," boomed Draco. He was one of two gods left these days, and enjoyed the minor perks--such as being able to contact all the fae, devils, and the only other god at once.
"Thank you. As you know, the mortals are falling away from us. This can be traced to three main causes: One, Celestia abandoning her people. Two, the First Divine "War." Three, various curses levied to the mortals. When we get down to it, these are all due to organizational issues.
"Celestia abandoned her people because a secret alliance she helped plan fell apart when faced with the light, and in part due to the second cause.
"The "War" was due to tensions between the gods getting too high with no outlet save destruction, and in part due to the third cause.
"The organization I propose would, at its basic core, be based on protecting the mortals which many of us believe are worth protecting for their own sake and which all agree are important.
"The organization I propose will be open to anyone who wishes to join. It will be based on three basic rules.
"ONE: Any being, whether a power, a servant to a power, a mortal, or whatever may be condemned by a 2/3 or greater vote of the organization; a condemned being may be absolved by a simple majority vote.
"TWO: A condemned being which has not subsequently been absolved is subject to any punishments agreed on by a majority of the group.
"THREE: Any rules may be changed by a two-thirds majority vote after a suggestion by a member power.
"If these rules are acceptable, please let me know. I hope that such an organization would improve life for everyone, from the weakest of mortals to the mightiest of gods. Thank you for your time."
