Given that a Moon base would have to be underground for radiation purpose, I don't see how it would be less expensive that a underground base on Earth.The biggest difference is the depth. On Luna, you probably don't have to bury the main living quarters more than a dozen meters, if that, and some things can be closer to the surface. If you're protecting your base from every kind of attack, that's probably miles you need to haul the rock up.
As for the "self-sustainable" thing, that's the beauty of the Earth option. You don't need to be self-sustainable until shit hit the fan. You're pannels won't be so nice to get dusty in one before the other. What really happens is that first you get a dust storm, severly reducing power while you can't do anything (What'd you going to do, brush the atmosphere?) and then wind settles and dust starts to rain down on a large part of the pannels. Secondly, magnetic dust. It sticks to the pannels, meaning specialized brushing equiptment.Good thing my main plans are for Luna, then.
