No, no. The good hospital should be built high up, on a series of platforms over a big pit, with wells leading from there to the cavern lakes. And each room will be rigged to collapse into the caverns in case of euthanasia.
The bad hospital would be two beds, a table, and a traction bench around a well. Bright side, no one will link your bedroom lever to the front gate and send it into the abyss in a drunken feverishness.

Well, the question if it fits within the whole system/philosophy is debatable, but surely - exporting it would make both sides happy.

Could I fiddle with it in the following manner: I use the "Lazy Newb Pack" and it has the Fort Cap Limit as one of the variables (default: 200). Let's say I'm currently at 50 dwarves, could I set the cap to, let's say - 60 before loading the game for the next time. Than, after I get immigrants up to 60, I save - exit - change the cap to 70 and so on. In this slightly time consuming way one could have a fine control over the migrant influx. Is this possible, or does this variable influence only newly started forts?
Two things that come to mind which would be issues are the fact that some play multiple forts at once and that popcap either stops or allows a whole migrant wave at a time. So...no, it wouldn't.

Burn a surviving elf to death! If all elves are dead or dying, burn a mount; if all mounts are dead/dying/fleeing, try to heal dwarf's wounds.

Empoweredly focus on a family farm of some sort.
Nagas are half snakes half humans and are commonly believed to have two separate sets of organs, for example, two hearts, one contained in the reptillian/snake lower body and the other contained in the human upper-body.  The have aspects about them that show both reptillian and mammalian tendencies.  I personally usually rule more on the mammilian side.

Hmmm... Dilemma. Valentine is being set to A.I. but his A.I. is a three. Which is "benefit self". The problem arises when you think about what he is right now, technically benefiting him could be construed as staying a thought bubble, or rejoining his body. I can't just delay the action by attacking something or doing some menial training, because a thought bubble is incapable of doing these things.

In less words, what do I do with Valentine?
Have him levitate an elf or something.
