Not true, it makes for a great and very !FUN! challenge scenario!

It divides your fortress into three factions: Those who hate the civ but love the fort, those who hate the fort but love the civil, and those who have not attacked or counterstruck any of the above (a slowly but inevitably dwindling number). You'd best hope that the first two groups kill each other before destroying or absorbing the third, because the three groups are inter-hostile, the first two proactively so, and migrants will fall into the third group always, so no peace ever.

For me, dwarves at least have a tendency to stay in burrows even without alerts.

If there is no meeting area available anywhere, then dwarves will (eventually) wonder into their burrow zone and prefer to stay there. If there's any meeting area (either through zones, or through dining hall, etc), then dwarves will tend to idle there instead.

Really? Huh. Maybe you should put meeting areas in those burrows.

[5-1] Ger convinces the merchant to help him kill Gartuk. [4] The merchant finally climbs out of his old stall and throws a large iron dagger [6] directly into Red's hand, blade-first. Oops. Gartuk [5-1] bites [3-1] Ger in the throat! The nutcase latches on firmly!

Oh, i am the martial trance guy, so i should finish him? Curb stomp him in da FACE!

Urist [1] stomps on his own foot. Barloff [5-1] wearily rolls away and stabs [5] at where Urist's foot was a moment before he hopped away, still emitting pained yelps.
[4] Urist is still doing as well as ever, thanks to the martial trance, [2] but Barloff's internal injuries are just too much. He passes out.

The seven cheer, knowing the fight in the bar is near a close. Unless Barloff gets urgent medical attention, he's going to die very soon. The market fight will also be over soon, although the results are less certain...

Haul.

One thing I like to do is dump logs from the surface down to the working levels of the fortress. You can also gather traded metal and ore in a minecart at the surface, push it down, and have it dump its cargo at the magma smelters and forges, then have the minecart filled with metal goods and guided back up.
