Have one of your dwarves stand in it and see if his skins melts off or something. Blood rain usually applies some kind of random syndrome.
Are you sure? As I remember it blood rain is the only type of rain that doesn't apply syndromes, any other type of goo/other material type rain will have one, but blood rain is just blood.
Note to self: GET INSIDE QUICKLY!
Blood rain only causes bad thoughts and messes, unless you've modded in a civil with syndromic blood.

Whenever I have thought about magic in DF, I always pictured it as a cabal of wizards performing the spell casting labor in a room full of statues, slabs, barrels of blood, with the intent of causing it to rain trout, or to resurrect a legendary cheese maker..
Consider mages being able to produce a quantified amount of magic through the spell casting labor. This would be used to fuel their spells.
One-off effects (like teleporting a gobin's spine two squares away) would require charging, and lasting effects (like a trout-rain) might require constant fueling.

I can definitely see a floor full of necromancers chanting away to keep their hordes animated.
Somehow this sounds dangerously close to the idea of mana...but yes, magic should be limited.

How about capping the maximum skill level based on a dwarf stat? For example if a dwarf has meager creativity then he can't advance above let's says proficient in any skill that has creativity as its attribute.
So, no one without talent can get enough experience to go past the basic levels of proficiency even if they spend every day of their adult lives practicing? If there's a hard cap in there, it should be based on the dwarf's desire for success ,not his inherent ability.

I'd like to be able to get non-mood legendaries in any fort, but I should need to work on it. Maybe accelerating skill decay at higher skill levels?

Sounds good. Maybe an armed APC, which would make it an IFV technically but meh.
