To make the game balanced. Realism has to look away at times in order to make the game manageable and fair.
Alternate possibility: Make ordering take as long, but travel take longer.
Which may require dividing the turns up smaller.

Seems a bit too much: the benefit of mountains is that they can't (easily) be conquered by others or changed to anything else.
...which doesn't help the other races. And if I'm not mistaken, just about the only value of owning terrain comes from either grow/harvest or from being able to make it into something better.

That would work pretty well in my opinion.

That might help, but again it doesn't help much if you can't get to a bunch of mountains. And they don't help growth. Maybe have the terrain bonuses also allow them to count [terrain] as plains (or fractional plains?) for the purpose of growing food?

What do the Action Points represent?
Exactly what they do IRL- time (or to put it in a more sesquipedalian way: "management resource") Although you are never in danger, you represent the singular leader of an expedition, who spends a lot of time figuring out how all the intel reports fit together, coming up with what to do and explaining to your subordinates how they should do it. Not to mention paperwork to send back home. This is abstracted as AP.
Why is it harder to order people across a mountain than a plain? Especially if this is supposed to be an RTS simulator?

I'll start at 5, 15.

Changing turn order between turns would probably help. Or maybe having each player's Actions be played...if Bob, Alice, and Charlie had 2, 4, and 3 Actions, and their turns were in alphabetical order, Alice would get an action, then Bob, then Charlie, then Alice, then Bob, then Charlie, then Alice, then Charlie, then Alice.

I'm not sure...but the trolls' bonus seems pretty weak if you aren't in an extremely mountainous area. Same with all terrain-based advantages.

A few problems with the design:

1. Shoot it in the head with a BFG and it becomes a mindless potato.
2. If it's knocked over, how is it going to get up?
3. Power. What's it powered by? Magfields can only get you so far before your batteries are drained.
4. It has too much firepower for its suggested usage (think russian tanks with like 20 guns). You'd need to cart along extra ammo, reducing speed and stuff we can move. Considering we spend most of our time either running or stealing, I'd remove some of the weapons and replace them with storage canisters, for carting samples on research missions and stolen goodies on assault missions.
5. Is the production cost worth it? Why not get a bunch of Sods to haul our crap instead or bring a pneumatic exo?
6. How easily replaceable are blown off legs?

Otherwise, nice. As long as the bastards don't act like anything remotely involving MLP.
1. ...No, it won't. The head has one of the auxiliary CPUs that helps with firing. The remaining weapons on the head would be made less accurate, but that's about it.
2. Same way a horse does.
3. Read the description again.
4. Damn near all of its weapons are energy weapons.
5. Because horses are more efficient at carrying stuff. And sods don't have medifoam, multi-targeting, or other such perks.
6. About as easy as they would be for robodies.

although i still say he shoulda made a tricerabot.

Because it's silly. And not suited for a support unit--legs too short, body too bulky.
