Build a bridge.

It's not as easy as you seem to think it is; waterfalls are just places that water periodically flows through. You know what? Lots of forts have places like that. I can easily see a bug from trying to fix this bug where dwarves would refuse to go through their own entrance due to the flooding chamber there. Besides, even noting that water flows through here often would require checks every time water touches something, lowering FPS, and it'd take time out of Toady's schedule. Like many things, it should be fixed eventually, but there's more important stuff to do--especially since the "workaround" (building a bridge) is simple and intuitive.

In theory, the edges of a cavern create an infinite amount of water. Thus, I advise draining it to a lower cavern level, and making a bunch of rooms around that area where your dwarves can farm, dine, sleep, work, and generally live indefinitely, permanently covered in the mists of the massive waterfall.
Then seal it off. You now have a nigh-impregnable area where you have dwarves living, continuing your fort even if a goblin siege kills every dwarf in the upper part of the fort. Make sure you have enough dwarves that, in theory, you caould have them propagate themselves for generations to come.

Mostly, I limit the number of dwarves that go outside. A woodcutter, an herbalist or two, maybe some military dwarves combining training, food/leather production, and population control...nothing much. Those woodcutters start as soon as I embark, so by the time sieges come they're usually done. So, basically, the only people left outside are expendable haulers and stuff.

That's how it works in theory. In practice...

And not all forts are located in actively, or even passively, hostile environments. And, if you're close enough to dwarven civilization for yearly caravans and seasonal migrant waves to come, why aren't you close enough for groups of dwarves to trek back?

I'm not big on the "permanent deletion" idea. Maybe, instead, the game just remembers that tile X has item X, at least by item type and material, and miners have a chance of releasing each item if they mine the tile? (Assuming the item hasn't rotted or something in the meantime.) Also, we have to consider artifacts here, too.

So I know diplomats are usually not only humans but also demons and creatures that have risen to great power over the years but having an open vampire as a diplomat is just dumb. Arent vampires killed once known in dwarf fortress?
Nope. They might or might not be driven out. In adventure mode, you'll often see people say that they know that someone in power is a vampire, but they're afraid to do anything about it. It's not like they are all subtle; I've seen more than one animalperson vampire in power.

Usually I sneak in, grab the slab, get spotted by the necromancer, toss my backpack closer to the entrance, and die valiently.

These towers need windows so that I can die rather than become one of the undead.
