The Tale of Mamgazarzes Keshan Kodor, Pt 3

A wave of terror swept across the land. There were sightings of a giant winged lizard with claws like swords, a tail like a falling building, and breath like the kiss of death. Which included turning your hand into a small, furry creature for some reason.
Needless to say, Gipest Turause, the mayor of Muthroricgo, did not. Muthroricgo was a trading town just a few dozen miles north of the new mines that suddenly lost contact with the rest of the kingdom about the time the sightings started. More importantly, if the wave of sightings continued, the lizard would reach Muthroricgo soon. Subconsciously, this forced Gipest to ignore all stories of the lizard talking in its guttural tongue and slaying those who could not answer.
This proved his undoing. While the citizens of Muthroricgo that ignored their subconscious urges to disbelieve fled the town in the hundreds, Gipest Turause tried his best to stop this ludicrous movement. He tried lowering taxes, adding large tolls to leave the area, and hiring guards to enforce the last one.
It was just another day, trying to stop the rumors, when the rumors ceased...and became undeniable fact.
The ceiling crashed in in the middle of a meeting with a few merchants who wanted to leave. In came...some thing. It looked like a cross between a fat lizard and a flying ray, but stranger. It seemed to speak, but in no tongue that Gipest could comprehend. When he did not respond, the monster roared at the others. A few moments after that, it released a cloud of evil-smelling gas...the death breath. Gipest screamed in horror, heard only by the others in the room, for everyone else in Muthroricgo had fled at the sight of the beast.

Mamgazarzes sighed in irritation. Another failure. Can't any of these fools speak?
ANALYSIS
Not much to say, except for rumors and investigations. Some people should disbelieve rumors, if they seem far-fetched and/or imply almost unavoidable peril. This should mix interestingly with suspicion due to being a necromancer or vampire or something.
When investigating, a creature should try and find people it thinks should know whatever it's searching for, or leaders/scholars/maybe some priests if the searcher doesn't know the area well.
Man, it's late.
