A few things.

1. 10 points in Strength doubles your average damage. 10 points in Dexterity gives you another 10% chance to hit, plus a few other things, which still don't do anything like doubling average DPS.
2. Combat is a pretty small part of the game. Heck, stats are pretty minor, outside combat and mystery. Some people aren't trying to optimize their characters for combat.
3. Magic is also useful.
4. I'm considering bringing in a version of Minmax to mock Akroma's character design concepts.

Generally, if both alien invaders and singularity seeking traitors are desperately trying to get their hands on a single, specific human being, you'd probably want to prevent that even if you don't know what element is causing them to go after her.
Reasonable...although it doesn't hurt to check why so you can consider letting them waste their resources on each other.

Speaking of which, wouldn't it be neat if some missions had aliens and EXALT fighting each other?
Or if, in the sequel, some aliens fled to Earth or something and had a melee a trois with XCOM and the Threat?

Ah, yes, Dexterity, the classic Stat to Rule them All.

You could always do what some games in the RtD section figured out and split it into Agility and Dexterity.

I am aware that fire =/= laser, I meant similarly to a laser, you should *concentrate* your fire as a precision weapon, rather than just blasting the whole thing. A deep, intensive burn on a crucial place may do more than just burning the entire area
Nuriel conjures fire. She doesn't conjure heat. Anyways, unless you're getting really, really hot, it's usually better to burn the whole body than just one spot.

In addition, we usually face enough enemies that burning a bunch at once is useful.

Ah, right, Nef did a thing. It's easy to forget that she is actually a real character with real stats, rather than just the gag that came when Will flirted with a wall

why not aim to burn specific body parts? If the fire is just kinda going everywhere, it's not doing much, if you concentrate the intensity of the flame into a narrow flame...laser? and went for, say, the eyes, it already does a lot more than just damage. the damage stays the same, but it also does stuff

Fire hydrants are important. And also not made of wood. She summons flames, not machine guns.

Hey, I'd be a lot more interesting if I wasn't A. so often joining combats late and B. giving my characters magic with so little ability to vary. I mean, I've done fancy stuff from tie to time, but frankly all of Nuriel's variations have just been pinning adjectives and adverbs onto "blast with fire".
