This means, 1 is added to the roll, and if the result is 4 or more, the target dies.
Why not just "if the result is 3 or more, the target dies"? It's simpler. nd you know what's even simpler? Just say he dies. In order for the conditions to be upheld, the target would need to roll a -2 or worse, which means a -3 penalty on a d6 plus the worst luck possible, or even worse penalties and slightly better luck. (Or worse penalties and the same luck.)

Better try and land on one of the shattered and partially melted blocks of ice - be softer that way.
About the same, really. Snow would be ideal, if we're limited to various forms of water. That can be compacted, lowering the force by spreading out over time.

If his weapon reloads fast enough, he should just keep shooting down and tunnel through the planet.

HEP is 1 shot per minute, so I doubt that. Would be fun though.
Assuming that terminal velocity remains constant (it won't), he'd need to shoot out three miles and almost two thousand feet (5.4 km) with every shot. But really, I think the bigger problem is that it gets really hot down there. Also, you'd be carving through the alien thingamabob.

So.

10 3-minute rests would be 15 EP.
A 30-minute rest would be 5.5+0.5(mEP) EP.
Unless your mEP is greater than 9, it's probably better to take a bunch of short rests. Still a bit off.

Have you considered a flat rate? Something like 10% of your EP each 5 minutes of resting?

If you're hoping it'll make a nice clean line of destruction, that's a "cut" and it's subject to the issues which make cutting with heat a task for space magic and maybe thermite.

The problem is that, if it's heating the target up, it's heating everything else in contact with it as well. Including the air.
