Giant above ground fortress made from gold blocks. Also, you can mod it to be weapon material and make tons of blunt hammers/maces/mining picks for your military, but that is cheating.

When a dwarf want's an item, they go for the most expensive one available, with special modifiers for materials they like. Knowing this, there are a few things you can do. First, disable woodcutting so he puts his current axe away. Then do one of the following:

1. Forbid all axes except the one you want the woodcutter to use. You can unforbid them afterwords so long as your woodcutter doesn't drop his axe for whatever reason.
2. Decorate the copper axe to make it more expensive. This will make your woodcutter prefer it. Make sure your military dwarves are ordered to carry "Iron axe" so they don't want to take it as well.
3. Store your military equipment in a different burrow from the woodcutters.
4. Make more military to claim all the good weapons before your woodcutter can pick.
5. Just make weapons as they are needed. This is usually what I do.

Can it be done? Does it work with overlapping bedrooms? Dormitories? Barracks? Just some chest placed out in a hall not part of any room?

Heavier materials will cause more damage when the shield is used to attack, but the added weight will slow dwarves down more. And since shield bashes are rare, wood is usually sufficient. Be warned, however, that even though all materials block just as effectively, their fire/magma safe temperatures do not change.

Put it in a trap with a masterwork mechanism, or better yet, an artifact mechanism. Watch as it single handedly shreds sieges. Corkscrews are comparable to or better than menacing spikes.

Hummm...

It's kinda finicky though. Placed blocks cannot be overwritten by new blocks and have thus to be either moved aside or erased first. It's also kinda slow at erasing too.

Still fun though.

You forgot the lever he pulls to open the magma door.

A chain whip seems more realistic. As for a scourge, it's similar to a whip, but smaller and with multiple tips. It's designed to inflict pain and little else. http://en.wikipedia.org/wiki/Scourge. At whip would be more useful for actual combat (though it would still suck) because it has a smaller contact area and is longer, and it also makes a loud noise to scare animals (think a lion tamer).

Foreign weapons in general tend to have no quality modifiers, so your smaller battle axe would be better. It would also have the benefeit of going with a shield because it isn't too big.

I would assume those are eyes...

I thought that thing to the left was the head, what with the two eye spots and what appears to be a mouth with a forked tongue. Though, upon closer inspection, it looks like it may have two mouths...
