That would be like buying a shirt, losing said shirt, then going into the store and demanding they replace the shirt you lost.
That's not piracy. I'm not defending what EA are doing, but saying that downloading something that you didn't pay for, regardless if you've paid for it before, is piracy.
My analogy was poor though. It would be like going into the store and taking a shirt off the rack.
