Some cats are like that. Our old Maine Coon would purr when you were just sitting next to her and Friendly Neighbour Cat, a black cat I'm pretty sure was a Bombay that lived across the road used to purr the moment it saw people and promptly come over to them.
Yeah, I've seen it before, it's just been a good few years, and just started in like the last day or two. Caught me by surprise.

In unrelated wtf, something I haven't seen in a while, one of the kittens I've been familiarizing with people and skritches has started purring when I get close to it. Normally they don't purr until you touch them, this one revs up when I get within touching distance.

On the one paw, it's adorable. On the other, uh, maybe reign in the enthusiasm yakkat, this is somewhat excessive.
