Not played the game for a long while, but I'm reasonably sure the game has a chance for rebellion in all the provinces (which is usually 0) so... maybe there was a lot of bad things happening there? Usually the AI isn't particularly great at ruling, so you get things like incompetent rulers and smugglers and that sort of nonsense that increases rebel risk, among other things.

Was playing a gamebook online, and there's a section that says "select a random number from the table. If x, y, and z skills added together equal 9 or more, add 2 to your random number."

The thing is, though, that these abilities all start at 3, so will always equal at least 9.

It's a tabloid. I don't think they give a shit what they print so long as they sell some papers or ad space as a result.
