Unless you have a rope or something, I believe so yeah (though you could always debug a rope in).

I was thinking about getting a bicycle for transportation. Are they functioning in the game? I've only seen bicycle tires, not a single full things. I presume creating one would take two tires, saddle, light frame aaand... ?

You need a foot crank. Controls, too.
Controls can be easily stolen from any vehicle, foot crank can be made with a pipe, a steel chain, and a couple bits of steel

Honestly, thinking back to the old server they had- how hard would that be to set up? I'll be acquiring surplus computerage in the near future here and Cataclysm on a server upon which others had altered the world held a savage appeal to me.
