Curses / some questions from a newbie

Hi,
just have 'found' LCS yesterday and it could become a new love :-).
I have just those questions now:
-is that wiki page http://lcs.wikidot.com/conservative-crime-squad out of date? I mean there it's mentioned that ccs would not be active during start of the game but if I read the init screen of the game correctly, it is the case (choosing the appropriate option)? Or is ccs more or less in an alpha state?
-it seems that the power distribution (sorry for bad English here) between conservatives&liberals seems not be randomized during start of the game as well as the different law topics...any reason for this...else perhaps I start up Visual Studio after I am more familiar with that game
