There are several ways to steal from caravans. There is the way you've discovered and there is are the two methods that involve forbidding. You either forbid everything the caravans have when they spawn (they will drop all the stuff and move to your depot) or you can wait for them to drop everything off at the depot, forbid the depot and everything on it (your dwarfs will pick it up once you reclaim it).

The answer wouldn't help you in your current game anyway. New reactions like creating metal beds require a world regen.
