The only monsters that are level 130 or above are 1 NPC in a South Tyris town and the gods you can summon through wishes.
So that's going to be only an annoyance for people going into the optional Void dungeon (for which you must spend a very lot of medals to buy the license to enter it) .

Well stuff in act 3 will use them at 50

I mostly mean for competitive play not just a random pub, Void/AM/Troll are pretty much the kings of that where you have no team to shut him down so he just get free farm and wins the game.

Yup. It's sort of like Sniper's Assassinate - you have to be in range to activate Nether Strike, but once you start activating it, the ability will connect no matter how far away the target moves.

Which, by the way, is why you do not use Nether Strike to interrupt TPs unless you know they're less than a second into the channel. Because there's a strong risk you'll end up Nether Striking right into their fountain after their TP completes.

Huh I wonder if they released the crazy outlandish things to drum up publicity for the new system and they never planned to do it in the first place since negative publicity is still better than none at all.
