Getting the fugitives to stay away is an impossible task.
Which is why is far easier to build a government supported industry around finding and expelling them if they don't meet some criteria.

Said differently: (a)Our society is fuel to problems elsewhere that make people fugitives. (b)As long as we act the way we do, there will be fugitives.
a&b are true but there are a couple of things that are missing there.
(c)Resources are naturally distributed unequally on this planet and so are the basic resource requirements to live.
(d)Much of modern human society is dependent on resources beyond the local.
(e)It requires resources to move resources.
(f)People innately require resources.
(g)People are required to make a society function and different functions(and efficiency of them) require different resources.
(h)War is often motivated by lack of a resource.
So there will still be fugitives regardless and thus a method of managing that influx will be required.

As far as the fear and hatred of immigrants by those currently screwed by economics, it is ubiquitous. That is not an "our society" thing unless you mean human society at large.

My whole point is that the fear and hatred that many people without job, power and/or money direct towards immigrants maybe should be directed elsewhere. Stopping the wave of fugitives sounds harder and less desirable than changing how our society works.
On the one hand you use law enforcement to try to forcibly relocate people if those people fall in a particular category.
On the other hand you use social or law pressures to try to gradually alter people's perceptions of people who fall in a particular category.

Most governments already have methods in place to do one of these effectively.

However, I've still got bodyparts showing up with names like "Right hand, right lower arm, right upper arm". Any idea what could cause that?
The game is trying to tell you where that "Right hand" originates from because you have multiple instances of that BP being placed.
Look at HUMANOID_6ARMS to learn how to avoid that problem.

I think you also have 2 each of "[R/L] lower arm" as when they are placed you have 2 previous [R/L]UA.

How can i download all the description raws/tokens?
They are all already in your raws with the exception of generated creatures which are in your save data. If you want a guide to how the various tokens that affect creature descriptions work get the html of this page.

Most of them can be found under [SELECT_CASTE:ALL] in DWARF. There are also the BODY_APPEARANCE_MODIFIERs that appear after BODY_SIZE in DWARF and the various MANNERISM tokens before [SELECT_CASTE:ALL]. Obviously also the DESCRIPTION token.

That is to say, people played as well as they could and nobody was cheating or using cheap exploits or whatever.
When a Good Game is simply people not fucking up the entire game for everyone else on purpose the state of multiplayer gaming can be understood to be shit.
"Good" can mean a bunch of things that are barely tangentially related but Neo is pissy that people are using it to mean "acceptable" rather than "awesome/exceptional". Understandable that he'd want the thing that is understood by most everyone and is fast to type (and so can be done in game without ruining your game) to be a compliment rather than the status quo.

Is it possible to set up a reaction to randomly produce one of a set many items?
An item of a type found in the raws can be randomly selected for by leaving out the item subtype ID. Otherwise no, with an exception for CRAFTS(or something like that)

How do gaits work and how do they interact with the whole STANDARD_QUADRUPED_GAITS thing and such?
The STANDARD_X_GAITS are c_variations that apply gaits and the first one in the raw file explains all of the tokens in a comment. !ARGx is like body detail plans, they are the variables you put after the c_var GAITS. The objects/notes/gaits.txt has a list of mph or kph to gait format.
