The question of hauling with wheel barrows and without, is a question of distance.
Are you going a long distance? More than 20 tiles? If so then the gang hauling approach starts to lose out to the wheelbarrows. Shorter and the time spent carrying is negated by the speed going back for more.
Upstairs? I'm unsure of the exact mechanic here. I suspect the barrows are being carried up the stairs, which would make them actually slower in ascending but that time would be recovered by the acceleration over flat ground. I recall ramps being a suggested alternative, but the time spent digging a ramp way for barrows would be better served for minecarts.
Are you going more than 2-3z levels? Consider mine carts. A single minecart holds 5 stones and is pushed along it's track just as quickly as a wheelbarrow is along level ground. Minecarts can be automatically dumped and then 'Push'ed down a hole to return them to the start. With multiple tracks this can very much shorten the time to clear stone from a room, and it leaves more dwarves free for other labors, like farming or mass crafting.
If you're going a long distance with the stones to reach a minecart depot, then barrows are a good choice.
