Implied acceptance
If a player has not voted then that player may be thought to accept the rule or fact change.
I VOTE NEA. I'm not sure what 'may be thought to accept the rule change or fact change' means. What does it mean for a player to 'accept' or 'reject' something? If it's referring to voting, I prefer rule 8 anyways.
Yea: 2 (High Tyrol, Gwolfski) Edit: Based on previous precedent, I believe Liberonscien is also considered to have voted Yea, though there is not yet a rule saying so. If this is the case, everyone has voted and it passes, I think. Or did it pass even before I voted?
