Scoundrel. Low-life. Petty crook. Criminal scum. All of these and more have been applied to Harlan over the years. A cutthroat and enforcer for the highest bidder, there are very few crimes that he has not committed during his checkered past. He did not do these things out of maliciousness, it was simply the best way to survive the kill-or-be-killed slums of Ixiom.
Harlan's health has been steadily worsening for the past two years. No doctor has been able to explain this strange wasting disease, but everyone agrees that the man will die young, even if he manages to avoid the hangman's noose or the knife in the back that so many of his fellow knaves end up getting. It is this slow but steady weakening that caused him to get captured and sent to Strohnban Island in the first place. He rarely speaks louder than a conversational volume, coughs on occasion, and has difficulty moving quickly for extended periods of time.
Harlan prefers to stay in the background whenever possible, and fade away at the first sign of trouble. Some might call this cowardice, but Harlan prefers to think of it as tactical thinking. He might have a point, considering that his specialty is piercing vital organs from behind while his target is concentrating on a more obvious threat.
