I don't think the third option is very well balanced. Wind magic gets off easy - it is already the most accurate of the anima schools but gets reduced the least.

Poverty would very much be a current issue, and will probably remain one for some time as we struggle to hit it big
For long term issues, how about an impending conflict between two (or more) major powers? Think English vs Spanish as they compete for colonies and resources. It could eventually ratchet up into a full-blown war, maybe.
