Herd behaviour is still manipulation.I think it's more along the lines of "herd behavior can be easily manipulated".
Also how does desert movecost work?It's in the OP: +1 to MOV cost.

You mean the guy who busted into the heroes' base and killed their leader/adviser?I am getting really invested in Power Rangers for some reason. Also, the villains are really pragmatic for being in a kid's show.

Bad guy: "Nope lol" (shoots them all, runs away)
