Weapons pre-igniter is the most useful thing for it.

Gets rid of the first 11 seconds.
Funnily enough, I don't think I've ever had a win with a pre-ignitor either.

I have yet to win a game with the Vulcan. Either I miss to many shots, or the enemy always has a way to knock out my weapons, or I get it when I'm already stuck in a downward spiral.
