Last I checked, you can have population on a ship (like an Orbital City), but that population can't actually do anything without a colony that has the proper facilities on it.

Wouldn't it still count, as Olison is still a cavalier?
Or does dismounting change it?

Gregor or a dismounted Olison oughta be able to take care of that fencer. Or he could be blasted with magic, that would be good as well
