Let's assume the Kingler was reduced to almost 0 HP. Technically there was a bit of red left, but it's 'close enough' for this calculation. Although, since Sirus didn't yet have 6 Pokemon, Kingler would've been placed directly into his roster, and he might've noticed its actual health values... 

Kingler has a base capture rate of 60. This gives it a modified capture rate a of ~60 if HP_current ~= 0.

This gives us a shake value b of ~45,643, a shake probability of 69.6%, and a total capture chance of 23.5% with a standard Pokeball.  This gives us a 55.3% chance that, out of 3 Pokeballs, Kingler would be captured. Bear in mind that we assumed Kingler to have ~0 HP - since this is slightly incorrect, the capture chance is actually a bit lower than what we calculated above.

TL:DR: Sirus traded 3 Pokeballs for a ~50/50 chance at capturing Kingler, and succeeded masterfully.
