Does it? It just says slavery is bad. It doesn't define sentience in any way, nor does it say it applies to any particular group. Technically, if it applied to non-human species, then owning pets is a violation of the Constitution.

Except that catgirls are likely part-human, and thus have the same rights. And besides, I don't think most pets are sentient.

Classic difficulty. However, I always have laser weapons and, if I'm lucky, a couple of plasma weapons by the time I see them. It's amazing what a decent sniper with a laser rifle and Headshot can do.
