You're missing the point. It's not about blocking people from registering to vote, you can always do that, it's about making it harder for organizations that already operate on a shoestring budget (i.e. the Women's League of Voters and such) to hold registration drives. If they can't afford to operate in Florida, what do you expect them to do?

I might do that if I ever need to grind for money (off-screen of course, I wouldn't subject you guys to thatThe holds aren't all that useful this early in the game, however; but eventually, you can become a makeshift cargo fleet with pretty large craft with quite a few max-level holds (3x3 mods, +50 cargospace), and just do loops around a system for a couple grand per lap.
