Or could just be bad luck. I know the luck scales aren't really reliable or even all that cost-effective, I mostly just like them for spicing up the turns.

So far I'm not actually sure Nazca has any heroes, so it sounds like you're doing just fine.
I remember in Dom3 days, Luck 3 would shower you with good events every turn. In this game I have Luck 2, and I've had at least one completely dead turn so far. No heroes, few gems, very little gold. A few bad events too.
My 175-unrest province now sits pretty at 171 unrest. Progress, technically.
