You know what, no.  I tried later with another person, and got it before it was classified as a kidnapping, and I got a Sleeper.

I'm at a loss with sleepers here...  How do you create one?  In an earlier version, I kidnapped someone, and indoctrinated them, and they became a sleeper agent for me.  I just did that to a Police Officer, and they are with the rest of my group.  Also, they are marked as LCS Founder...
