Arya was proud with the staff she had grown alongside, and who had taught and aided her during the Emperor's reign--after His death, they were still as loyal and competent in handling several world's worth of administration and planning. She made it known to them that her loyalties were with what the Imperial Office had stood and was founded for, and she took pride in them in turn.
Her fleets--if it was to be called under her possession by mechanical technicality--had scouted the planets of and around Yorik, Mecklenburg, Vengdorp, Klopot, and Agri-Secundus. Information was a most vital asset before any shipbuilding, army raising, or administrative decision; she believed it would pave plans for any further action.
It was a boon to her that within the time of finalizing reports, a newly added mass conveyor had snuck through to the perimeter scouting forces and reported in--Tolman Varcus and the survivors of the Unknown Regions had returned; they were veterans of exploration and experience, now back in safe space by their presence alone. Not willing to give them into stagnation, Arya had planned to give them orders on full volunteer status, much like fleet policy and any military policy available to only admit those of intention and will into any military campaign or order.
It was only several months since the passing of The Emperor, and Arya knew that loyalties lay in safety--many of the planets she had scouted could be easily routed and put into a boot of control; she never believed in the perspective of warlord warmongering, because then who would actually run the logistics of humane society at that point other than authoritarian control? It was a waste of people resources given the vast potential that people had. It was a question then, on how to further potential in a deliberately centralized environment where a whole world was tailored to a specific use. It was to this that she tried to firstly act upon by using all resources that she had, especially when there was no signified threat of said warlords in the space of her vicinity. She only knew rumors dated to years past of the criminal side of the trade routes, and that was far to the Imperial East than any cardinal location; she could only do as much as her influence and resources could extent.

Character Actions and Placements
Arya Hadron Ianthe - Work on Cao/Essin and reform the bureaucracy to be more efficient, while easing the move of wealth into grand projects. Pretty much proclaim that we still stand on the fundamentals of the Empire beneficial to the people; if possible, work on the legitimacy of my influence too.
General Lorenz - Aid in Grand Project; establish a fleet/admiralty academy on Lews which may function as a general training quarters for the fleet as well as solidifying the naval tradition that basically led him to where he is now. (Basically help in the quality of armies/ships in the context of crew and material)
General Tolman Varcus - Along the patrolling fleets on the trade routes, insert self alongside veteran armies into the trade route planets as cautiously and safely as possible. Vengdorp for rapport, Agri-Secundus for contact with their administration and the rebellion, and Klopot for identifying highly potential people (imprisoned falsely or of high potential to certain agendas that could harm or help us).

Fleet Actions
Cao and Essin fleets continue patrolling and safeguarding the tradelanes--keep security up while also gaining more intel to aid grand project design in terms of approaching self-sufficiency.
Lews fleet keeps exploring--focusing around the Lews/Yorik/Mecklenburg area, and by keeping communications with their local administration and of strength in numbers; it'd be better if we joined forces and they benefited from our influence and overarching control alongside their administration beneficial for the people, rather than letting their resources stagnate with each other alone.

Grand Project Plans/Notes
> Reform the Bureaucracy: It is planned to be moving away from specialization and instead ensuring each planet can at least sustain itself or is in real proximity of a planet that is able to sustain their basic needs. Basically "let's use that wealth of Cao and Essin and make things better by not stagnating as the futuristic stopover of the space silk road" and grow from there instead. Invest in infrastructure, manpower and potential of the populace, and ways we can develop ourselves. Like that academy on Lews for training given its tradition and culture. Focus into trading and provisions as well as large-scale infrastructure and policy that works for the populace. The trade from South to North will still work out and exist, but we have to invest all this wealth somewhere--and gradually, working with society and culture (and those merchant guilds) to do so.
> (Planned/In the Works) Investigation into Planet Potential: Other than Varcus' actions, seeking planning suggestions and ideas for each planet to be put to effective and efficient use is a major goal. Basically "Information Grand Project" which includes exploring the political web of things and the NPC influences that are within my influence bubble.
